Introduction: The Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is a skill development initiatives initiated by the Government of India. Its aim is to increase the efficiency of the potential and existing daily wage earner by encouraging qualification towards employable skills and providing monetary prizes and prizes and providing quality training to them. The objective of this Skill Certification Scheme is to enable a large number of Indian youth to take up industry-relevant skill training that will help them in securing a better livelihood.The Scheme was subsequently launched on 15 July, 2015, on the occasion of World Youth Skills Day by Honorable Prime Minister, Shri Narendra Modi. These plans will work under skill development and entrepreneurship.Under this Scheme, Training and Assessment fees are completely paid by the Government. Owing to the its successful first year of implementation, the Union Cabinet has approved the Scheme for another four years (2016-2020) to impart skilling to 10 million youth of the country.  The Pradhan Mantri Kaushal Vikas Yojana (PMKVY) was thus envisaged as a key measure to impart skills-based training to young men and women, making them capable of earning and supporting the nation’s anti-poverty endeavours. The scheme becomes all the more important in India as it has the world’s largest youth population that requires employable skills.

To address these challenges, Government has set up an ambitious target to train including up-skilling/re-skilling 400 million people by 2022.  India needs to equip its workforce with employable skills and knowledge so that they can contribute to the economic growth of the country.

MSDE has set-up institutions and agencies to focus on different areas and activities. It currently operates through three agencies :-


  • National Skill Development Authority (NSDA)NSDA is tasked with the Implementation of the National Skills Qualification Framework (NSQF)

  • Strengthening State Skill Development Missions (SSDMs)

  • National Skill Development Corporation (NSDC)NSDC is tasked with theImplementation of the MSDE skill development programs like Pradhan Mantri Kaushal Vikas Yojana (PMKVY 2016-2020), Pradhan Mantri Kaushal Vikas Kendra (PMKK).

  • Funding private sector skilling companies to establish Skill Development Centres (SDCs) on soft loan terms and conditions.
  • Directorate General of Training (DGT): DGT is tasked with the establishment and monitoring of long term vocational training institutions called Industrial Training Institutes (ITIs) and promoting apprenticeships.

Purpose / Objective of Pradhan Mantri Kaushal Vikas Yojana-

Prime Minister Shri Narendra Modiji has a dream that every citizen of India should live on his strength in this world, he does not have to depend on anyone, due to this, Hon’ble Prime Minister has started a scheme whose name Pradhan Mantri Kaushal Vikas Yojana (PMKVY). The objective of this Scheme is to encourage skill development for youth by providing monetary rewards for successful completion of approved training programs.The prime objective of PMKVY is to promote competency to employable skills and increase the work efficiency of potential and existing daily wage earners by providing monetary prizes and prizes and providing quality training to them.
  • Examining various types of jobs for employment and untrained youth for free.
  • After completion of the examination, the government will give financial support to them and together with their jobs also.
  • During the test, the youth will be helped by the experience so that they have the perfect opportunity to retain their talents.
  • The test period is 3 months, 6 months and 1 year, after which you will be provided a job in your area.
  • The skill development center will be set up with the help of this scheme which will help in completing various government schemes of the government. Specifically, the Scheme aims to Encourage standardization in the certification process and initiate a process of creating a registry of skills , Enable and mobilize a large number of Indian youth to take up skill training and become employable and earn their livelihood. Increase productivity of the existing workforce and align the training and certification to the needs of the country. 

Strategy and Approach :

i. The Scheme will provide monetary incentives for successful completion of marketdriven skill training and certification to approximately twenty four lakh youth in in a span of one year from the date of implementation of the scheme.

 ii. This Scheme shall be implemented through Public-Private and Public-Public partnerships. 

iii. NSDC will be the implementing agency for this Scheme. 

iv. All trainings and certification under Recognition of Prior Learning will be specifically oriented for developing skills in specific growth sectors. 

v. Assessment and training bodies for all purposes of the Scheme will be separate and no overlap of roles will be allowed to maintain transparency and objectivity. 

vi. The monetary reward will be wholly funded by the Ministry of Skill Development and Entrepreneurship, Government of India and will be affected through bank transfer to the beneficiaries’ accounts. 

vii. Provide Monetary Awards for Skill Certification to boost employability and productivity of youth by incentivizing them for skill trainings  Reward candidates undergoing skill training by authorized institutions at an average monetary reward of Rs. 8,000 (Rupees EightThousand) per candidate.  Benefit 24 lakh youth at an approximate total cost of Rs. 1,500 Crores.


Eligible Beneficiaries :

  • Under this scheme it is important to be a citizen of the country of the elected India.

  • On the date of enrolment, fits the minimum age criteria as per the Qualification Pack (QP) requirements

  • The applicant needs to be registered for one year under one of the schemes launched from the scheme. The applicant must have knowledge of his selected technique.

  • Fits the pre-screening criteria defined by SSC for the respective job role.

  • During this operation the scheme is taking advantage of this monetary prize for the first and only time.

  • Registration for any of the remaining schemes is mandatory.

  • Once the training is done, the award decided by the government will be given to the applicant at the same time. 

Money transfer process :

The complete process of transfer of money from nomination for a fully certified trainee is as follows:

  • Trainee joining a training partner with a training center and choose a course of your preference.

  • In order to provide relevant information to the training associate, the trainee who captures the details of all the candidates on SDMS for training facilities.

  • NSDC is subject to valid basis certification to pass the monetary award for pass and certified trainees.

  • Direct Fund Transfer PMKVY will follow complete transparent funding of skill training without any intermediaries with monetary rewards directly transferred to the trainee’s bank account. Aadhaar number will be used for unique identification of each candidate.
